World Bank Ties 200m Dollars to Nigeria Mini-Grid Regulatory Reform

The World Bank has linked 200 million dollars in performance-based financing to Nigeria’s efforts to reform its mini-grid regulatory framework under the Distributed Access through Renewable Energy Scale-up project. The funding is contingent on the Nigerian Electricity Regulatory Commission revising regulations to improve licensing, tariff processing, and site development certainty for private investors. Amid stronger-than-expected interest in interconnected mini-grids, the World Bank is reallocating 95 million dollars from isolated projects to support the more commercially attractive interconnected sector. Additionally, the project’s renewable capacity target has been increased to 811 megawatts, with the implementation deadline extended to December 2029 to accommodate an expanded focus on public institution electrification.
