Despite a pre-agreed harmonized annual levy of 145,000 Naira per outlet, union leaders report that marketers are facing additional, questionable charges and illegal demand notices from state-appointed consultants. IPMAN officials warn that this unsustainable operating environment may force them to shut down operations in the state if the harassment by local authorities and state ministries continues.
