Lagos State Mandates Gaming Compliance for Telcos and VAS Providers

The Lagos State Lotteries and Gaming Authority has issued a public notice requiring all telecommunications operators, mobile network operators (MNOs), and Value-Added Service (VAS) providers to ensure all gaming and betting services facilitated through their platforms are licensed by the state. This follows a Supreme Court ruling affirming that lottery and gaming activities fall under state jurisdiction. Affected entities have 30 days to verify the compliance of gaming operators on their platforms, provide transaction records, and suspend any services lacking state authorization. The Authority also mandates the remittance of all outstanding gaming taxes and levies dating back to November 22, 2024, warning that failure to comply will result in enforcement actions against both the operators and the facilitating technology companies.
