Ahmed Ladan Gobir, President of the Chartered Institute of Personnel Management of Nigeria (CIPM), has advocated for a people-centered transformation of the nation’s public service. He cautioned against merely digitizing dysfunctional processes, urging leaders to focus on tangible citizen impact and strategic human resource management to build more effective public institutions.
